People put me on the table and cut me but do not eat me. What am I?

A high school has a strange principal. On the first day, he has his students perform an odd opening day ceremony:

There are one thousand lockers and one thousand students in the school. The principal asks the first student to go to every locker and open it. Then he has the second student go to every second locker and close it. The third goes to every third locker and, if it is closed, he opens it, and if it is open, he closes it. The fourth student does this to every fourth locker, and so on. After the process is completed with the thousandth student, how many lockers are open?

There are four 3-link chains. All you have to do is join them into a big 12-link chain. For joining two closed links, one of the links must be cut and placed onto the other link for closing.

A Miser man decided to go on a vacation for a month. He goes to the bank and asks for a trip loan of $500. The bank officer asks the man that the loan can only be approved when he mortgage some valuable thing at the bank. Miser man mortgages his only car whose worth was a whopping $80000. The Bank officer laughed at him and approve the loan instantly. After vacation when the miser man returns, the bank officer asked him "Are you an idiot, why is your mortgage such an expensive car for such a short loan?".

Miser man replied with some reason and the bank officer agreed that the miser man is actually not an idiot.

What did miser man reply to the bank loan officer?.

You are given 16 witch hats. The hats are divided in four different colours – red, blue, green and yellow. Every colour has been assigned to four hats. Now each of the hat will be glued with a label of an arithmetic sign – ‘+’, ‘-‘, ‘x’ or ‘/’. But you can label one sign only once on one colour. In such an arrangement, the hats can be uniquely defined by its colour and symbol.

Can you arrange all the 16 hats in a 4x4 grid in a fashion that no two rows and columns have a repetition of colour or sign?
